随着“合理利用、传承发展”确定为新时代历史文化遗产保护工作原则之一，破解我国城乡建筑遗产活化利用难局，成为历史文化保护传承体系构建亟待解决的关键问题。本文从科学分类、保护方法、遗产化模型三个议题出发，结合保护理论与实践经验，从顶层设计的视角分别提出建筑遗产活化利用难局破题可能采取的策略与方法，为系统完整的历史文化保护传承体系构建提供研究基础。

With “rational utilization,inheritance and development” identified as one of the principles for the protection of historical and cultural heritage in the new era,cracking the general phenomenon of the difficulty in the revitalization and utilization of architectural heritage in urban and rural areas in China has become one of the key issues to be solved in the construction of historical and cultural protection and inheritance system. This paper starts from the three topics of scientific classification,protection method and heritagization model,combined with the protection theory and practical experience,and proposes the possible strategies and methods for cracking the difficulty of architectural heritage revitalization from the perspective of top-level design,so as to provide a research basis for the construction of a systematic and complete historical and cultural protection and inheritance system.
